Skrabut of Laramie, Wyo. was one of 69 top-level Civil Air Patrol leaders who brought Civil Air Patrol to the forefront as part of the organization’s annual Legislative Day and Winter National Board meeting in Washington D.C. Feb. 28 – March 1.
